Blastoise

Blastoise is a Pokemon from the Pokemon universe, whose imposing frame and giant water cannons make it quite the tank of a water starter. Its dual cannons are capable of shooting high pressure water that will blow back opponents and make them soaked. This particular Blastoise was pulled in by the effects of the Collider and was encased in a crystal as the world went to ruin.

Blastoise attacks with heavy water based attacks and it's Finishers almost entirely revolve around improving the moveset it has. It has good recovery, decent ranged options, and can take a lot of hits due to it's weight. However, it is pretty slow and lacks melee damage options.

Moveset
Water Gun
Blastoise fires a burst of water from one of his cannons to deal 7 damage and the wet status effect. Hold down to fire both cannons to deal 12 damage at a slightly upwards angle. Causes Blastoise to be stationary- he cannot move while using this move. Bubble
Blastoise fires a torrent of bubbles that act as lifting projectiles but cannot be reflected or absorbed. They deal 3 damage and slow the opponent's speed on impact.
Hydro Pump
Blastoise fires water to propel itself upward, able to do so a total of two times from it's two cannons. It deals 3 damage and pushes back opponents and makes them wet. After Blastoise performs this move he is put in a helpless state. Water Pulse
Blastoise releases a water ring of sonic sound around himself that causes dizziness and 6 damage. It has a limited range but can be fired off for more distance by tapping the control stick in a direction.

Finishers

Waternium Z
Level 1
Waternium Z powers up one special move out of Blastoise's moveset to deal 2x more damage. Blastoise will pulse with blue energy when it is active. When Blastoise uses the powered up move, it ends.

Dynamax
Level 2
Blastoise grows huge in size and gains a 3x boost to damage for three attacks. Blastoise has a bigger hitbox for better or worse and can be rather powerful as anti-air. When Blastoise uses up his powered up moves, he reverts back to normal.

Mega Blastoise
Level 3

Blastoise transforms into Mega Blastoise, who persists until he loses a stock. Mega Blastoise changes some of Blastoise's moveset and overall makes him much more powerful. Due to it's less limited nature, Mega Blastoise is seen as Blastoise's best Finisher. However, it can only be activated once a battle- as soon as Blastoise uses it, he cannot activate it again.

Testimony
Saul Goodman gives a testimony for his client.
Your honor, my client is a Pokemon that follows the command of it's trainer through an innate trust- if that trust was abused for crimes, well, the brain of a Pokemon is not deep enough to understand those complexities as outlined in evidence exhibition. I hope we can make this quick and snappy and get this done before lunchtime, hm?
R-Action
When Ralsei encounters Blastoise, he polishes Blastoise's cannons, making them shiny and act faster, but they will jam up 6 seconds later, preventing him from using special attacks for the next 7 seconds.
